The Federal Emergency Management Agency (FEMA) has received a subgrant application for the repair of the McQueen’s Island Trail by Chatham County, Georgia. Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster‐wide Public Notice was published November 11, 2024, for DR-4821 Tropical Storm Debby and on November 13, 2024, for DR-4830 for Hurricane Helene. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project‐ specific final notice for FEMA’s funding action located within a Special Flood Hazard Area. FEMA has determined that the only practicable alternative is to fund the repairs of the road, already located within the Special Flood Hazard Area prior to the event.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

 

Location of Proposed Work: McQueen’s Trail, off Fort Pulaski Road and Route 80, Chatham County, Georgia.

Proposed Work/Purpose: The applicant will use force account and/or contracts to make repairs to McQueen’s trail on 13 sites of trail between 32.038321, -80.941516 and 32.045894, -80.951618 using fill, limestone and rip rap to pre-disaster conditions; install additional tiebacks to the western existing 652 LF timber bulkhead retaining wall, install a new timber bulkhead extending 818 FL westward from the existing wall, and a 495 LF timber bulkhead retaining wall system for the center portion of the trail. The center bulkhead will be connected to the existing western bulkhead with a 75 LF connector to prevent erosion between the new and existing bulkheads.

Project Alternatives: The following alternatives were considered: (1) Relocation of the facilities away from the river adjacent to US Hwy 80. There are no practicable alternatives to locating the proposed action outside the floodplain as the entire area between Tybee and Wilmington Islands (the area crossed by Hwy 80 parallel to the six-mile trail) is in the floodplain. The damage to the facility is limited in scope (0.80 miles) and the cost of relocation would likely outweigh the cost to repair the damage at the current location. (2) No action alternative – This alternative is not feasible as the repairs are necessary to ensure that the public access, open space and recreation functions of the floodplain remain in place and accessible to the public. The trail also works as a barrier to the river, slowing erosion between the river and US Hwy 80, the only evacuation route from Tybee Island
